ILTS Reading Specialist Exam Outline
The ILTS Reading Specialist exam contains 100 multiple-choice questions, and you will be given a time limit of 3 hours and 15 minutes.
The exam is split into five subareas.
1. Theoretical and Research Foundations (23 questions)
The questions in this subarea assess your knowledge and skills pertaining to the following:
- Foundations of reading instruction
- Interpreting and using reading research
- Oral language foundations of literacy development
- The influence of individual differences and diversity on language and literacy development and instruction
2. Literate Environment (12 questions)
The questions in this subarea assess your knowledge and skills pertaining to the following:
- Features of educational environments that promote literacy development
- Evaluating, securing, and managing resources to support effective reading instruction
3. Reading Assessment (18 questions)
The questions in this subarea assess your knowledge and skills pertaining to the following:
- Foundations of reading assessment
- Assessment of essential components of reading development
- Assessment for the purpose of diagnosing reading difficulties and principles of working with students who have reading difficulties
4. Reading Instruction (35 questions)
The questions in this subarea assess your knowledge and skills pertaining to the following:
- Emergent literacy
- The development of phonics and other word identification skills and spelling
- The development of reading fluency
- The development of academic language
- The development of reading comprehension
- Literary and informational texts
- Promoting student comprehension and analysis of various types of texts for different purposes
5. Professional Responsibilities, Leadership, and Learning (12 questions)
The questions in this subarea assess your knowledge and skills pertaining to the following:
- Professional roles and responsibilities
- Professional development

To register for the exam, you must first create an ILTS/ISBE account. Once your account has been created, log in and select the Reading Specialist (221) exam. From there, you can register for the exam, pay the $122 testing fee, and schedule your testing appointment.
Test Day
On test day, you should arrive at least 15 minutes early to the testing center. When you arrive, you will be asked to sign in and provide two valid forms of government-issued ID.
You will then be asked to place all personal items in a locker outside the testing room, or you may be asked to leave them in your car.
Once the test begins, you will be allowed to take breaks. However, the timer will not be stopped during your break, so use your break time carefully.
How the ILTS Reading Specialist Exam is Scored
Your ILTS Reading Specialist score is determined by taking your raw score (the number of questions you answered correctly) and converting it to a scaled score from 100 to 300. To pass, you will need to get a minimum scaled score of 240.
