NES Special Education Exam Outline
The NES Special Education exam contains 100 multiple-choice questions, and you will be given a time limit of 2 hours.
The exam is split into four content domains.
I. Foundations of Special Education (20%)
The questions in this domain cover the following topics:
- The historical, philosophical, professional, and legal foundations of special education
- Human development and the diverse implications of the characteristics associated with disability on students and their families
II. Assessment, the Learning Environment, and Individualized Planning (30%)
The questions in this domain cover the following topics:
- The role of assessment in identification, evaluation, program planning, and progress monitoring
- Establishing a positive and productive learning environment across instructional settings
- Individualized programming and planning to facilitate learning and independence
III. Instruction, Social-Emotional Learning, and Communication (30%)
The questions in this domain cover the following topics:
- Instructional practices for providing specialized instruction to advance the learning of all students with disabilities
- Strategies for developing the social-emotional learning needs of all students with disabilities
- Strategies and methods for developing language skills and enhancing communication
IV. Collaboration and Professional and Ethical Practices (20%)
The questions in this domain cover the following topics:
- Establishing and engaging in collaborative partnerships with stakeholders to enhance learning opportunities
- The professional and ethical roles and responsibilities of the special education teacher

To register for the NES Special Education exam, you must first create an online account on the NES website. You may then register for your examination appointment with Pearson VUE.
The testing fee for this exam is $95.
Test Day
You should arrive at the Pearson VUE testing center about 30 minutes before the exam is scheduled to begin to allow time for the check-in process. Once you arrive, you must sign in and present your photo ID to the proctor. You will be photographed and asked to sign a roster and other rule forms.
Personal items are not allowed in the testing room, so they should be left at home or in your car. This includes all electrical devices, bags, books, keys, wallets, and accessories.
Just before the exam starts, you will be given a brief tutorial on the testing system. You will also be given everything you need to work out any calculations by hand (no calculator will be provided).
How the NES Special Education Exam is Scored
Your NES score is determined using a scaled scoring method. This method takes your raw score, which is the number of questions you answered correctly, and converts it to a numerical score on a scale of 100 to 300. To pass, your final score must be at least 220.
